Regulatory Governance and Decarbonization of the Energy Mix: the Impact of the Independence European National Regulatory Agencies in the 2010s

Abstract
Using a panel data analysis of 24 EU countries we that between 2013 and 2018, the degree of independence from the government of National Regulatory Agencies (NRAs), has a negative and robust relationship with the share of renewables in the electricity supply. Our results help us to derive some policy implications regarding the roles of governments and NRAs in the decarbonization of the electricity sector. We suggest an ongoing tension between environmental policy, and the will to support renewable energy development, with the competition policy established on the NRA mandates since the liberalization reforms
